Vintage Womens Ivory Accordion Pleat Tiered Skirt

This tiered skirt is beautiful, I am just not sure if it is meant to be an underskirt. It has hooks all around the waist which could be removed if uncomfortable but I am guessing it hooked on to a top part. See pictures.
